Westborough Woods Decision Filed at Town Clerk's Office

A 20-day appeal period is in effect.

The Westborough Board of Appeals' decision on the Westborough Woods project has been filed at the town clerk's office. The board filed the decision with Town Clerk Nancy Yendriga last Tuesday, May 21, the day after approving a comprehensive permit for Shrewsbury-based 346 Turnpike Road LLC for the 250-unit project off Route 9 under Chapter 40B, the state's affordable housing law. A 20-day appeal period now is in effect. Objection Raised After Westborough Woods Vote

The speaker says 'some modifications should be addressed.'

An objection to the Westborough Zoning Board of Appeals' approval of the Westborough Woods project immediately after Monday night's final two votes. The man told the board there was "a five-hour meeting" Monday in which conclusions were reached "that this agreement should be revisited and some modifications should be addressed." "I was here tonight to read a statement of objection to you," he said, and later requested a copy of the decision. btw, this is also zoned for the medical marijuana dispensing business, oddly very convenient on Route 9. Freedom park was traded to the town for land concessions at the village project by the railroad station. We're in this mess because the town traded away the concessions to help the developer. Had the town not provided the concessions then we wouldn't have this mess now.   more ›

Westborough Woods Gets Conditional OK

The zoning board of appeals will issue its final approval May 20.

The Westborough Zoning Board of Appeals voted Monday night to conditionally approve the 250-unit Westborough Woods apartment complex, granting many of the waivers the developers requested. Final approval will come May 20, after town consultant Ralph Wilmer provides a final decision revised to reflect Monday night's vote. Developer Fran Zarette of 346 Turnpike Road LLC said afterward he was "fine" with the conditional approval. The board ruled exactly one week after closing its public hearing on 346 Turnpike Rod LLC's comprehensive permit application under Massachusetts' affordable housing law, Chapter 40B. westborores, we're all aware of the drawbacks to 40B. But all cities and towns in Massachusetts are subject to it, not just Westboro. The difference is that there are towns such as Milton, Sudbury, Bedford and others where their planning and zoning boards work hard to maintain the integrity of their communities, and don't quiver and roll over at the mere sight of developers. Htway Supports Second Access for Westborough Woods

The ZBA closed its public hearing on the project.

Westborough Building Commissioner Tin Htway is recommending that the proposed Westborough Woods housing project have a secondary access. However, representatives of developer 346 Turnpike Road LLC. responded that they've covered this ground already. The zoning board of appeals heard these comments during its public hearing Monday night on the developer's request for a comprehensive permit under the state's Chapter 40B affordable housing law.  The board later closed the hearing and continued its discussion to 7:40 p.m. next Monday, May 6 at the Forbes Municipal Building. Westborough Woods Access Options Being Explored

Town Counsel Greg Franks is doing research.

Westborough school officials' pursuit of access to the proposed Westborough Woods housing project besides from Route 9 now involves Town Counsel Greg Franks doing research. School Committee Vice Chairman Stephen Doret said Wednesday he recently asked Town Manager Jim Malloy for his support, and for permission to use Franks to support finding access to the site, at 346 Turnpike Road, near Otis Street, through another parcel. Doret said Malloy has asked Franks to review documents related to the Westborough Little League and Softball's use of the nearby Target property, where there are playing fields. Any further comments by the Westborough Planning Board on the proposed Westborough Woods housing project, “other than those made on our behalf by the town planner,” will “be in direct form to the zoning board of appeals,” planning board Chairman Lester Hensley said Tuesday night. I am from an abutting town. I see and hear the police are always at our large 40b units. We need more officers to support these units. I think because so many people are in a small space. We loose money from taxes because of the cost of students. So it's not a smart financial decision. If you can find a way out I suggest you do so. I and many residents wish we had. Busing students at the proposed Westborough Woods housing project on Route 9 would cost Westborough $51,000, plus fuel costs, School Superintendent Marianne O'Connor told the school committee Wednesday night. School board member Jody Hensley said the 250-unit affordable housing complex at 346 Turnpike Road would require "an entirely new bus route." I attended tonight's ZBA meeting along with several other concerned residents. Unfortunately this is not looking good for the town. The board indicated its hands are tied by Chapter 40B and recent MA Supreme Court rulings around the subject of affordable housing. The state Department of Transportation is 'comfortable' with one access, town consultant says.

The Massachusetts Department of Transportation is “comfortable” with Westborough school buses traveling on Route 9 to serve students at a proposed 250-unit housing complex, town consultant Robert Nagi says. Nagi told the Westborough Zoning Board of Appeals on Monday night he “specifically asked” the state agency about this issue. State transportation staff replied that Route 9 is “designed to handle trucks, 18-wheelers” and school buses, Nagi said. We were at or very close to the state mandated 10% before our town decided for some reason that we needed to add 270 residential units at "Westborough Village". In a town of approximately 19,000 (if census is accurate) a minimal amount of new residential development can lead us back under 10%, never mind 270 units. School Bus to Travel Westborough Woods Route

The school committee wants to see how safe the route is for students.

The school committee will have a Westborough school bus travel roundtrip between 346 Turnpike Road and Route 20 in Northborough. That's the expected pickup and dropoff route for Westborough Woods, a 250-unit affordable housing complex proposed for 346 Turnpike Road (Route 9) near Otis Street. Only one access is proposed: off Route 9. School officials have raised concerns about student safety on the bus route.
