Selectmen Get Final Pay As You Throw Report

The board will be asked to vote to accept the document on May 28.

By switching to a pay as you throw household trash and recycling collection program, Westborough "could probably save between $60,000 a year if it were a curbside pay as you throw program, up to maybe $400,000 a year if it was a drop off pay as you throw program," Town Manager Jim Malloy told selectmen Tuesday night. But, “the majority of the savings” would come from shifting the cost of household waste collection from the property tax base and onto taxpayers through a fee-based system, Malloy said. That shift is unnecessary "because we have excess levy capacity," he said. "It first came up because when I was first hired, we were right up against the levy limit," Malloy said. Strong opposition and a small potential savings have stopped Westborough's look at switching to a pay as you throw household trash and recycling program. That will be the ad hoc pay as you throw committee's report to the board of selectmen. “I’ve had the opportunity to speak at a couple of community groups, and I can say that there are very few things that have seen as much opposition as something like this, moreso than doing a recreation center," Town Manager Jim Malloy said during the ad hoc committee's meeting Monday night at Westborough Town Hall. “I think somebody in the audience said it would be easier to close the Catholic church," Selectman Leigh Emery added. Pay as You Throw Discussion Continues

The committee meets again tonight.

The group studying whether a pay as you throw household trash and recycling program makes sense for Westborough meets again tonight. The Pay As You Throw Committee meets at 6 p.m. in the selectmen's meeting room at Westborough Town Hall. The agenda is here. Selectmen organized the committee on Oct. 23. Town Manager Jim Malloy suggested the committee.  The committee met with Grafton and Northborough officials in November. Both communities have pay as you throw programs. Westborough does not offer curbside trash and recycling. Rather, residents pay $120 for a sticker (and $60 for a second sticker) for access to a transfer station available through Westborough's contract with E.L. Grafton used to include weekly curbside trash pickup as part of our property taxes. This was NOT, as one Selectman stated, "a luxury". It was a service we paid for. Now we must purchase branded trash bags for that weekly trash pickup. Property taxes did NOT go down with this program. In fact, @ $3/week for bags, we are paying at least $150 more per year.   more ›

The group studying whether a pay as you throw household trash and recycling program makes sense for Westborough will meet with two haulers Wednesday night. The Ad Hoc Pay As You Throw Committee meets at 7 p.m. in the selectmen's meeting room at Westborough Town Hall. The group plans to meet with E.L. Harvey and Sons and Waste Zero representatives, according to the agenda. Selectmen organized the committee on Oct. 23. Town Manager Jim Malloy suggested the committee. Pay As You Throw Info Picked Up

Westborough's Ad Hoc Pay As You Throw Committee hears Grafton, Northborough's experiences.

Switching household trash and recycling collection to a pay as you throw system has reduced both Grafton and Northborough's expenses for this service, officials from the towns told Westborough officials Monday night. Westborough's Ad Hoc Pay As You Throw Committee met for the first time since selectmen organized it Oct. 23. Town Manager Jim Malloy suggested the committee. Selectmen ultimately will hold a public hearing on the committee's recommendations. Malloy has said pay as you throw could be part of Westborough's budget discussions for the fiscal year that starts July 1, 2013. Interestingly enough, I just read "SuperFreakonomics" and they talked about well-meaning policies such as "pay as you throw" that backfire and cause more problems instead of solutions. Someone should probably look into those studies sited in the book before they make a decision based on just two neighboring towns with much lower property taxes.   more ›

Should Westborough switch to a pay as you throw household trash and recycling program, ending residents' trips to the dump? Selectmen created an ad hoc pay as you throw study committee Tuesday night at Town Manager Jim Malloy's suggestion. The committee will have two members appointed by the board of selectmen, two members appointed by the board of health, and the town manager. Selectmen Chairman Leigh Emery said the board of selectmen would hold a public hearing on the committee's recommendations. Not to "Speak" for "Not for Malloy" But I think "Sneak in" was meant to be something more like the term "Dredge up" and I agree, A town manager making the weighty decisions that one does for the citizens of a town should live and pay into the community they serve.
