Resident Proposes Running Airport Limo Service From Home

Building Commissioner Tin Htway will review the plans before selectmen vote on the livery license application.

A Robin Circle resident's proposed home-based airport limousine service will be reviewed by Building Commissioner Tin Htway before selectmen vote on the livery license application.

Selectmen agreed Tuesday night to resume discussion of Dmitry Kovalev's proposed Richard's Car Service in two weeks, giving Htway time to review the plans.

Htway said he was unaware of the license application for 6 Robin Circle until Tuesday night.

He asked to review the proposal to ensure it complies with Westborough's home occupation bylaw.

Meanwhile, Police Chief Alan Gordon said Kovalev "put the cart before the horse" by buying his livery license plates with his new 2011 Toyota Avalon when he bought the vehicle from the dealership, before getting a livery license here.

Kovalev isn't licensed to run a limousine service elsewhere in Massachusetts, Gordon said.

"The state does not follow up. If someone submits an application for livery or a taxi plate, they issue" one, the chief said.
